| The concept of social fairness and justice is frequently mentioned in the Report at the 19th National Congress of the Communist Party of China (CPC). The idea of social fairness and justice has become an integral part of the Thought on Socialism with Chinese Characteristics in a New Era. Social fairness and justice is essential to the improvement of people's well-being. It is important to ensure that people have the sense of gain, safety and happiness at the level of social fairness and justice. Livelihood issues are the echoes and measurement of social fairness and justice. Firstly, in terms of the initial conditions, every citizen should be guaranteed the opportunity and the condition to improve his/her living standard and to pursue a better life. Secondly, in terms of supplementary conditions, the state should make active investment to help people increase their development opportunities and improve their development capabilities. Thirdly, in terms of distributive justice, the state should provide institutional guarantee for the realization of social fairness and justice through the implementation of state laws and policies. The Report at the 19th National Congress of CPC particularly elaborates such important issues as fair competition, fair education and judicial justice, thereby making clear the institutional focuses in the advancement of social fairness and justice. However, social fairness and justice cannot be realized at one stroke. China should follow the "do your best and do according to your ability" approach in promoting social fairness and justice. |
