Abstract: The characteristic of the program for governing the state of Mao Zedong may be called Rule of Idividual and Rule by Masses, or Rule by Masses under Rule of Individual. He standed for legal nihilism and uselessness, or advocated the law is tool of class struggle only. As for Deng Xiaoping, he standed for legal utilitarianism and advocated governing the state according to law. He opposeded governing the state by individual or by party. He made a transitive road from Rule of Individual to Rule of Law. |
