执行难应当是指按照法律规定应当执行、可以执行的案件难以执行。在现阶段，执行难有其必然性，其最主要的原因是“地缘关系”和“人缘关系”的干扰。解决的方案，是实行在高级法院辖区内对不同的案件采取委托执行、异地执行、交叉执行、提级执行和统一执行制度。而要彻底解决执行难问题，则有赖于改革司法体制，消除司法权地方化，切断法院、执行人员与当地政府、周围环境之间非必要的联系。

英文摘要:

The difficulty of execution means that court judgements of cases that should be executed according to law are difficult to execute. At present, the difficulty of execution is inevitable and the main reasons are the interference of "regional relations"and "human relations". It is necessary to adopt a system to resolve this problem. However, the resolution of the question of difficult execution once for all depends on reforming judicial system, eliminating the localization of judicial power, and cutting off the unnecessary ties of the courts and executors with governments at the same level and social environments.
