“议行合一”说在我国法学界仍有很大影响。“议行合一”说的理论前提有错误，在政权组织建设问题上有向个人或机构集权体制倒退的倾向，不能作为国家机构内权力横向配置的一般原则，可能误导人民代表大会制度的发展方向，因此不宜继续提倡。

英文摘要:

The doctine of "combination of adoption and emplementation" still has strong influence among scholars on the legal circle, although it was given negative evaluation several years ago. There is a serious mistake in the theoretical presupposition of the doctrine. The doctine has the inclination of retreating on individual or organic centralization of power system in the construction of the organic form of government. It should not be accepted as the general principle of the horizontal disposition of the powers in the state organs, because it may misdirect the development of the people's congress system. Therefor, the doctrine should be abolished.
