Domestic laws, rules and regulations and systems concerning monetary admisistration and risk prevention in various countries have been the main obstacles of the trade of monetary service. Liberalization of monetary trade must be based on stable and perfected monetary system, which therefor should be reformed gradually. However, reform does not mean regulation loosening. On the contrary, the regulationg role of domestic laws and regulations should be strengthened, which means the establishment of perfect and transparent prevention rules and supervision system. |
