罪犯改造是在惩罚前提下进行的法律活动 ,它当然不应过量地削减刑罚强度 ;改造所具有的情感因素、塑造功能等虽非罪犯权利保护的结果 ,但它的运作须以人权为基础 ;改造的实现则有赖于行刑技术的合理运用和社会的持续性投入。

英文摘要:

The activity of reforming the criminals is a legal action based the punishment.We must take the punishment seriously，and can not radically alleviate the intensity of such punishment.However，the reformation must be guided by the principle of human rights.Only when judicial organs reasonably and legally punish the criminals and society continues to concern the fate of criminals，can the aim of reformation be realized.
