随着入世 ,国内法与WTO规则的接轨在即。中国经济特区要发挥授权立法试验优势为全局立法导航。经济特区立法在国企改革和平等竞争、外资准入和国民待遇、服务贸易、知识产权、WTO规则扩展议题之创新及法域冲突之协调创新等法学前沿的领航兼具必要性和可行性 ,有条件在中国入世的最前沿率先对接WTO规则 ,有能力通过示范、辐射全国打造出具有中国特色、中国风格、中国气派的前沿立法平台。

英文摘要:

To join WTO ,China' s special economic zone is bound to be a link-up between WTO reguladons and China's law through the advantage of delegated legislation.This paper positivistically analyzed pioneering legislation of SEZ from the following legal aspects :preface，state enterprise reform & equal competition ,foreign investment access & national treatment ,trade in services ,intellectual property rights，other related items on the agenda ,conflict of legal systems and conclusion.
