犯罪与秩序总是处于一定的紧张关系中。但是 ,犯罪作为人类的不可摆脱的伴生物在给社会带来恶害的同时也给人类展示了它的一定程度的正价值。而对这种价值的研究将有利于我们正确地对待犯罪并形成科学的秩序理念 ;秩序并不意味着没有犯罪 ,面对犯罪而拥有秩序的关键之点就在于制度化安排本身的程序化运作。

英文摘要:

Crime and order are always in a strained relationship with each other. While crime，as an inevitable concomitant of mankind，brings harms to the society，it can also reveal certain degree of positive value to the mankind.Research on such value can help us to correctly treat crime and to develop a scientific idea about order.Order does not mean the elimination of crimes.The key to maintaining order in the face of crime is the pmcedurized operation of institutionalized arrangements.
