紧急行政权是应对紧急状态的必须的权力；不同宪政体制下紧急行政权的内容不尽相同，但有着自己的逻辑结构；紧急行政权的设置与行使应当而且必须受到法律的规制；规制紧急行政权需要采取各种措施，同时要注意各种价值的平衡。

英文摘要:

Emergent administrative power is a necessary one dealing with the smergertt situations. The various emergent administrative powers under different constitutio}l systems differ from each other in their contents, yet they share the same logic structure. The establishment and the excutian of the emergent administrative power shall and must go within the regulation of the law.The regulation of the emerygent administrative power needs the various measures, meanwhile paying atfe-ntian to keep the balance of the various values.
