完整的司法独立是由外部结构、内部结构和上下结构构成的三重结构。外部结构的核心是法院独立；内部结构的核心是法官独立；上下结构的核心是审级独立。应该在司法独立的三重结构理念基础上,推进目前的司法体制改革,逐步实现完整的司法独立。

英文摘要:

A complete independence of justice is a threefold structure comprising outside structure, inside structure and lengthways structure. The core of outside structure is the independence of courts; the core of inside structure is the independence of judges; and the core of lengthways structure is the independence of trial stages. We should progress the present reform of judicial system on the basis of the knowledge of the threefold structure of the independence of justice, achieving complete independence of justice gradually.
