| There is an obvious comparison between the slow progress of remedies of administrative litigations and administrative reviews and the remedy of‘letter and visit',which shows that the administrative counterpersons would rather, or get more accustomed to, achieve their remedies through the channel of‘letter and visit' than the administrative remedies. The operational system of the remedy of‘letter and visit' displays the tension between the rights struggle of administrative counterpersons and the order pursue of administrative principle bodies. |
