| Currently, various RTAs (Regional Trade Agreement s) have been developing rapidly in the directions of t rans-regional, trans-continental and trans-oceanic. There have been complicated factors resulting in such an unusual outcome. Some of them could be originated f rom the legal defectsin history, others include considerations of political security, diplomatic strategy and economic and t rade interests. The overwhelming development of RTAs threatens the process and future of the Doha Development Agenda directly, increasingly eroding the basis, spirit and purposes of WTO. As a result, the legal statuses of RTAs as an exception and MFN (most-favored-national treatment ) as the basic principle in the multilateral t rading system have become meaningful only in literal and theoretical sense. Confronting with such double challenges of multilateralism and regionalism, China should actively adapt it self to it, taking part in and making use of such dual tendency so as to realize the win-win purpose in the two tracks. |
