There are mainly two models of cent ral-local-government st ructure, i. e. inter-control model and concurrent model. The design of inter-cont rol model is to make government of each level interdependent on itscomposition, legislation and administ ration,and coordinates the relationships between central and local governments through the political mechanisms in the legislative and administ rative processes. However, this model shows many defect s. In cont rast with the model, the judicial adjustment of the relationships between cent ral and local government, through the judgment of individual cases, coordinates the relationships between governmentsindirectly, displaying great advantages ignored by us. To effect a permanent cure to the issue of the relationships between cent ral and local governments, we should draw on the advantages of concurrent model and establish the judicial right in real significance. |
