随着农村经济体制改革的深入和我国现代化的推进 ,以往被禁锢在土地上的农民大量涌入城市 ,寻找工作和生活的机会 ,形成了所谓的“民工潮”。由于二元户籍制度和社会保障的缺失 ,使进城务工人员沦为城市中比下岗职工境遇还要差的弱势群体 ,并由此产生一系列不利社会后果。为了推进我国城市化和现代化进程 ,应逐步将城镇职工的社会保障制度惠及进城务工人员。

英文摘要:

The rural labor, which forms the so-called tide of rurallabor, poured into the cities with the development of the reform of the rural economic system and the modernization. Due to the dualistic resisdence registration system and the absence of social security system, the rural labor becomes to the vulnerable group worse than the unemployed in the cities. The reality gives rise to series of serious clses quences. The social security system should cover the rural labor so as to improve the process of urbaniza ties and modernization.
