| The administrative contract mainly has the following impacts on the principle of legal administration: evaluation criteria, power-exercising criteria, duty-allocation criteria,power-province confining criteria and accountability-sharing criteria and so on. Contracts exist in the administrative discretion.Contracts improve the legitimacy of legal administratiun in the below aspects:agreed standard higher than legal standard; agreed provisions not against and non-exclusive of legally stipulated provisions;agreed obligations not against legally prohibitive provisions; agreed responsibility not conflicting with 1egal duties. |
