在现代化进程中，处理传统方式与现代方式之间的关系，更为合理的思路在于，在现代方式的主导下，容纳并发挥传统方式的长处，而不是相反。由此，就政治、行政及其关系而言，民主政治下的为民之道、价值主导下的治理逻辑、程序机制下的服务意识，应该成为中国政治和法律发展的一种可取方向。

英文摘要:

In the course of modernization,the way to deal with the relationship between traditional mode and modern mode is to contain and convert traditional factors within the modern mode,but not to contain and convert modern factors within the traditional mode. According to this,in respect of the politics and administration and their relationship,the politics and law in modern china should move toward the governing for the people under democracy, the logic of administration under moral value,and the public serving consciousness under the framework of legal procedure.
