近年来，各国在推进电子政府的过程中，普遍重视法律制度建设，已经出现了一个电子政府立法的浪潮。电子政府后发国家制定电子政府法的时机选择相对而言比较容易确定，不存在选择临界点的问题，立法时机越快越好，但其面临的挑战也更大。我国电子政务立法虽然已经初具规模，但存在诸多问题，亟需通过制定统一的电子政务法来进一步推动电子政务工作。在我国制定电子政务法的过程中，有一系列深层次的矛盾与问题需要引起高度关注。

英文摘要:

Many countries have been attaching great importance to rulemaking in connection with e-government initiatives in recent years, and there comes a wave of e-government legislation. For developing countries,it is much easier to determine the threshold of making an e-government act,i. e.,as soon as possible, while at the same time they will face much bigger challenges as well. In China, though there have been quite a lot of e-government rulemaking activities,there are various problems in practices and it is urgently needed to have an uniform e-government act to promote e-government further.Nevertheless, it is pivotal to handle well firstly many fundamental confrontations or conflicts during the process.
