Many countries have been attaching great importance to rulemaking in connection with e-government initiatives in recent years, and there comes a wave of e-government legislation. For developing countries,it is much easier to determine the threshold of making an e-government act,i. e.,as soon as possible, while at the same time they will face much bigger challenges as well. In China, though there have been quite a lot of e-government rulemaking activities,there are various problems in practices and it is urgently needed to have an uniform e-government act to promote e-government further.Nevertheless, it is pivotal to handle well firstly many fundamental confrontations or conflicts during the process. |
