宽严相济刑事政策作为我国的基本刑事政策，对缓解社会冲突、防止社会对立、构建和谐社会具有重大意义，但是，在对宽严相济的理解和适用、宽严对象的确认、该政策对行刑效果的影响以及相关的社会控制机制等问题上均存在隐忧。现阶段应着力解决宽严相济刑事政策与现有的刑法原则、制度和实务的协调或配套问题。刑事政策效用的发挥和实现，有赖于完善的立法、司法、行刑和社会控制机制，没有各个方面的支持和配合，刑事政策将难以发挥预期的作用。

英文摘要:

As a basic criminal policy, the coordination of benevolence and stringency has great influences on ameliorating conflicts, preventing antagonism and constructing a harmonious society. But there are several latent problems in the comprehension and application of this policy, such as the confirmation of applicable objects, its influences on the effect of execution and other social regulation mechanisms. At this stage, we should harmonize this policy with existing principles, institutions and practices of criminal law. The realization of the utility of a criminal policy depends on perfect legislation, jurisdiction, execution and social regulation mechanisms.
