| Ruling the country by law and state governance are in an interactive and complementary relationship with each other and they are two different means to the same end. Ruling the country by law is an important content of as well as the main means for achieving the modernization of state governance whereas the core of promoting the modernization of the system and capacity of state governance is to bring the state government into the orbit of the rule of law. To adhere to and implement the principle of ruling the country by law, China should promote from the constitutional, legislative and other perspectives the modernization of state governance and bring it into the orbit of the rule of law. To this end, China should enhance the authority of the rule of law, promote good laws and good governance, speed up the construction of the people's congress system, improve the system of law, strengthen the enforcement of the Constitution and laws, and implement the system of indicators of construction of rule of law in accordance of the overall reform target, and realize the modernization of state governance in the process of accelerating the construction of the rule of law in China. |
