| 现代国家与社会一体化的局面已逐渐被打破 ,同时又出现了社会多元化与经济全球化的新趋势 ,国家权力不再是统治社会的唯一权力了 ,人类社会出现了权力多元化和社会化的趋向。权力多元化是政治民主化的必然要求 ,权力社会化则是权力人民性的进步和人类社会发展的必然归宿。这要求人们不仅应具有权力的国家意识 ,还要有权力的社会意识和世界意识 ,人类要为建立实质的法治国家 ,促成民主的法治社会 ,最终实现“大同法治世界”而共同奋斗。 |

| The integration of power and society has been already broken in modern society.Because of social plurality and economic globalization，the state power is no longer a supreme power which can control every aspect of the society.Right now，the new trend of the world is power’s plurality and sociality.The author thinks that power’s plurality is a necessary requirement of political democracy，and power’s sociality is a natural result of development of human society.The concept of power should be studiedfrom the three dimensions;they are state dimension，social dimension and world dimension.We must struggle hardfor a country with rule of law，and build up a fair world order with great harmony and legal institution. |
